Six councillors “called in” the decision to cut an hour on Thursdays and Saturdays as part of a bid to save £54,000 across 10 branches.

It will close at 1pm instead of 2pm on Saturdays from April and follows reductions in 2010.

The councillors said the cut is “not proportionate” to the level of savings, no other option was considered and the move “will unfairly and disproportionately affect vulnerable groups with greater need”.

An advisory group should conduct a detailed review of libraries “to identify how opening hours can be protected or extended, whilst delivering budget savings” they said.

But a council report said the other alternative – keeping hours as they are – was considered and the impact on users was put through a fair treatment assessment.
