The 18-year-old was pushed from behind and fell to the ground and struck his head on a metal post near the Pitch and Putt golf course in Tudor Grange Park.
The victim is in hospital in a serious but stable condition, police said.
It happened on Wednesday January 13 at about 3.30pm. Police only released details this afternoon.
A press statement said he was driving along Monkspath Hall Road away from the town centre when the incident happened.
A group of 10 to 15 youths were throwing snowballs at vehicles and the victim’s car was ‘deliberately targeted’.
It said: “The man stopped his car to remonstrate with the youths when members of the group approached him from behind and shoulder barged him simultaneously to the back.
“This caused the victim to fall to the ground and as he did so he hit his head on a metal post causing a fracture to the skull.”
Police say some of the offenders were 16 to 17 and wearing sports clothing.
