Pico Properties LLP wants to create a new car dealership with eight flats above at the former Jaguar garage on the Stratford Road.
It promises a ‘prestigious franchiser’ will run the showroom, creating 10 to 12 jobs.
The developer’s submission says: “The premises have been vacant since 2006 and are an eyesore in this prominent location.”
The building is “wholly unsuitable” for re-use, it says.
A 2006 bid to build 96 flats was thrown out while a plan to replace the dealership was refused two years later.
There would be 22 car parking spaces for customers and 12 for residents under the new plan.
