Conservative, Labour and Liberal Democrat leaders on Solihull Metropolitan Borough Council signed the agreement ahead of the May 6 poll.
Breaches would see the person involved kicked out of the party.
British National Party, Green Party and independent members were not includes.
The agreement pledges to:
• Represent the interests of Solihull’s residents, regardless of race, sex, colour, religion or any other discriminating factor, and promote good race relations.
• Reject all forms of racial violence, racial harassment and unlawful racial discrimination.
• Not publish – or have published by others – any materials likely to generate hostility between people of different religion, race or nationality.
• Ensure that, in any dealings in public, they do not encourage others to discriminate or stir up racial/religious hatred.
• Make sure everyone else involved in their party’s election campaign also abides by these principles.
