The ban for the Hanbury Road lay-by has been trialled for the last 18 months and council bosses now want it to stay.
Before, the restrictions only applied to 8.45am to 9.15am and from 2.45pm to 3.45pm.
But fire chiefs warned this could block emergency vehicles.
Solihull Metropolitan Borough Council has made an order and comments are invited by July 30.
