Caravans began to park on land by Langfield Road, by the roundabout at the junction with Wychwood Avenue, at about 5.30pm.
By 7.30pm there were about a dozen caravans at the site. The police and Solihull Metropolitan Borough Council are in attendance.
The council is expected to begin legal proceedings to get them removed.
The gypsies had earlier left a site in Monkspath Hall Road, Solihull.
The council had said it would take legal action if the gypsies, who moved in on Monday, did not go.
A trench was drug across the entrance to the land to stop them getting back in. The last left at about 7.10pm.
