Solihull Metropolitan Borough Council said it had used 1,710 tonnes of its 4,600 tonne winter stock.
It said main rows are clear and side roads are thawing.
Black bins are being collected this week after being cancelled last week.
Waste left at the side of bins or purple sacks will be collected.
The council said: “Recycling services (green and black boxes and plastic hessian sacks) are suspended until the New Year. Please do not put out items for recycling at this present time.”
