The council has published plans on how it will deal with a cut in Government cash support to save £15.2m in the 12 months from April.
The council said youth services will be concentrated “in the most appropriate areas”.
It said: “Areas of lesser need may no longer be offered a permanent youth service
base.”
There will also be “targeted reductions” in school psychology, welfare and improvement services.
Cutting staffing hours across the council will save £96,000, the council says.
Increased charges for services including cemeteries and football pitches will also net the council cash.
The council’s first residents’ parking scheme, in Hillfield, Widney Manor, could increase from £20 to £25.
Car park and leisure centre charges will increase, as agreed by the council in November and October.
A review of communications and marketing would save £19,600.
Hundreds of thousands will be made available by using reserves, cash kept by the council for a rainy day.
The Government recently urged councils to use reserves to ward off service cuts.
Staff will no longer get lump payments for using their own car and will instead be paid by the mile under the plans.
The move would save £347,000 . The council said the change, yet to be agreed, could ‘discourage uneccessary mileage’.
All drivers would get 40p a mile instead of the block payments given to ‘essential users’ and 36.9 per mile to ‘casual users’.
The council said: “Officers have been negotiating with unions to change the car allowance scheme.”
Council tax will not rise in April, as demanded by the Government.
