Solihull Metropolitan Borough Council staff will use speed measuring equipment at 50 sites across the borough.
The council said: “Warning letters and road safety information will be sent out to the owners of any vehicles seen speeding and they may receive a visit from the police.
“The new scheme will compliment a number of other road safety activities in Solihull and will provide the council with more opportunity to respond directly to residents’ concerns about speeding on local roads.”
It said the scheme “bridges the gap” between police measuring speeds and residents’ groups given the equipment under the Community Speed Watch scheme.
Speed cameras will be switched off in the borough after the Government slashed camera cash.
Councillor David Jamieson, cabinet member for transport and highways, said: “Speeding can cost lives, which is why we take it so seriously.
“As well as cutting the number of casualties on Solihull’s roads, I hope this scheme raises awareness of speeding and makes drivers think about how fast they are driving.”
