Solihull Metropolitan Borough Council says the service would bring in cash to help combat a 10 per cent cut in cash support from the Government.
It would charge £8.50 per adult and £3.50 per child for the Saturday lunches in the civic suite of its offices, next to Touchwood.
It said the offer would be the only one of its kind in the town.
The proposal was included in its budget for 2011/12, in which it would save £15.2m through cuts and charges for services.
A sample menu includes cold meats; quiches; hot side dishes such as jacket potatoes; desserts such as apple pie; paninis; sandwiches and muffins. See the sample menu here.
A council report said: “The public will be able to enjoy the attractive dining room in the civic suite and make use of the ample parking around the building which is also close to the shops.
“The head of service for catering has successfully introduced a similar service in two previous local authorities and would use the existing experienced catering staff for this service.”
It put initial set up costs at £1,300 for small tables and advertising. It said it expects the profit to be “substantially higher” than £5,000, as the service could offer wine by the glass.
Of 100 people surveyed, 93 showed an interest, it said.
