Solihull Metropolitan Borough Council wants to collect glass, cans, plastic, paper, card and plastic once a fortnight.
The black bin for all other waste will still be collected every week and green waste will still be collected every fortnight, between April and December.
The current scheme, introduced in September 2009, has glass, cans and plastic collected one week and paper, card and plastic the next.
The council’s cabinet member for recycling ordered the review.
A council report said: “Some residents were often confused by the current scheme particularly with regards to which week to present what type of material.
“The confusion caused by this also generates a large number of service enquiries with residents needing to contact us to ascertain which material should be placed out for collection on any given week.”
The changes could increase the amount recycled, it added, and would save the authority £40,000.
The council is considering six options for what exactly will be collected.
Some 41 per cent of the borough’s home waste was recycled in 2009/10, compared to seven per cent in 2002/03, before recycling schemes were introduced.
The council has pledged to increase this to 60 per cent by 2020.
Glass, cans, card and plastic bottles will be collected from flats from March.
