Figures show Solihull Metropolitan Borough Council paid £160,000 in 2009/10 and £146,000 and £175,000 in the two years before.
Of this, £66,000, £57,000 and £63,000 was from council housing.
A further £107,526 was paid out between April 2010 and October 2010.
Some 400 incidents of graffitti were removed from council homes in Chelmsley Wood compared to none in Knowle, Dorridge and Bentley Heath.
The highest cost, £27,000, was incurred in Bickenhill compared to £2,000 in Knowle and £2,000 in Dorridge and Bentley Heath in the six months from April.
The council pays for removal from public property but private homes and businesses have to pay.
A council report says: “Solihull Council aims to remove offensive graffiti from a public property within a two hour period of it being reported.
“All other forms of graffiti will be removed within four weeks.”
