The Highways Agency said there had been 35 collisions which resulted in injuries, including one serious. The move would cut accidents by two-thirds, it said.
It said most collisions were where the motorway joins the roundabout at the A41 towards Solihull and A4141 towards Knowle.
This leads to queues on the slip road extending to the motorway, putting drivers at risk, it argues.
Higher friction surfaces, markings and signs will also be added under the £460,000 scheme, paid for by the agency.
Pedestrian crossings would be installed at the northbound entrance and exit to the M42.
Solihull Metropolitan Borough Council will be asked to approve the plan tomorrow.
Officers have backed the principle of the scheme but the plan will need approval by the cabinet member for transport, Councillor David Jamieson.
The move comes after the adjoining Solihull by-pass had its speed limit slashed from 60mph and 70mph to 50mph last year.
