The council, which is cutting services, says the £98,000 revamp would encourage more people to pay online, saving cash.

A council report said the four-year-old site has “stability and corruption issues” which are likely to worsen.

It said: “The provision of a modern, easy to use, and comprehensive web site is key to
encouraging take up amongst customers of the web site access channel.

“The provision of self service and automated transactions which require minimal manual
intervention by council staff is key to driving down the costs of service delivery in these challenging times.”

The site has “poor navigation” and cannot take enough online payments, it said.

The new site, which would be launched by December, could allow online consultations, blogs and forums, it said.

The taxpayer funded Efficiency West Midlands will contribute a further £50,000.

The council is having to make £15.2m savings as part of a £148.1m budget for this year.

This will see cuts to the youth service, less for helping underperforming pupils and fewer children put into care.

The council is also proposing a major hike in OAP day centre fees.

This would scrap a £4.40 flat rate for transport, entry and a meal at the centres for £6.30 transport each way and £3 for meals.

The council's ruling cabinet will need to approve the website spending.
